This letter constitutes the statement of objections of the Canadian Association of Broadcasters (CAB) in respect of the statement of the following proposed royalties filed by SOCAN for the performance in public or the communication to the public by telecommunication, in Canada, of musical or dramatico-musical works and/or for the reproduction of musical works, in Canada, for the years 2021-2023:

a. Tariff No. 22.A Online Music Services (2021-2023) b. Tariff No. 22.A.R - Reproduction of Musical Works Embedded in Music Videos for Transmission by a Service (2021-2023) c. Internet Commercial Radio, Satellite Radio and Pay Audio (2021-2023) d. Internet Other Audio Websites (2021-2023) e. Tariff No. 22.D.1.R, Reproduction of Musical Work Embedded in Audiovisual Works for Transmission by a Service (2021-2023)

This statement of proposed royalties was published by the Copyright Board on November 5, 2019.

2. The CAB objects to the proposed terms and rates of all these tariffs on the basis that they are excessive and unreasonable. The CAB submits that the Board should not approve the tariffs as filed.

3. The CAB reserves the right to present evidence and raise issues in support of these and other objections to the Copyright Board in any proceeding relating to the Proposed Tariffs.
