Copyright Board Commission du droit d’auteur Canada Canada [TRANSLATION] Ottawa, June 25, 2010 FILE 2010-UO/TI-10 UNLOCATABLE COPYRIGHT OWNERS Non-exclusive licence issued to the National Film Board of Canada authorizing the reproduction and incorporation of a cartoon in a documentary film

Pursuant to the provisions of subsection 77(1) of the Copyright Act, the Copyright Board issues a licence to the National Film Board of Canada as follows:

(1) The licence authorizes the reproduction and incorporation, in a documentary film, of a cartoon produced by Stewart Cameron published in 1943 in his book entitled Basic training daze: candid cartoons of you and me in the army (publisher unknown).

The cinematographic image of the cartoon will appear for a period of 20 seconds at most in the documentary film entitled Open Secrets/Secrets de polichinelle.

The licence further authorizes the performance in public and the communication to the public by telecommunication of the cartoon caricature thus incorporated as well as its reproduction on any platform for purposes of distribution for private showing, as part of the exploitation of the documentary film.

The issuance of this licence does not release the licensee from the obligation to obtain permission for any other use not covered by this licence.

(2) The licence expires on December 31, 2015. (3) The licence is non-exclusive and valid only in Canada. For other countries, it is the law of that country that applies.

(4) The National Film Board will pay the sum $110 to the Canadian Artists' Representation Copyright Collective (CARCC), which may dispose of the amount of the royalties set by the licence as it sees fit for the general benefit of its members. CARCC undertakes, however, to reimburse any person who establishes, before December 31, 2020, ownership of the copyright in one of the works covered by this licence.

- 2 - (5) The coming into force of this licence is conditional on SODRAC filing with the Board the receipt for the amount of royalties set out in the licence, accompanied by an undertaking by SODRAC to comply with the conditions set out in paragraph (4) above.
